Many people have this issue. They are unable to feel at ease "in the moment" with exactly what they have, rather than what they want.
Some of the reasons could be that the person believes that "material" items will make them happy, such as fast cars, big houses, extensive travel in a luxurious manner.
Spiritual unhappiness could also factor in, where a person just does not know how they feel about the existence of a God, or some other "Higher Power", and therefore does not truly have a grasp on what their own life means, or it's purpose.
When a person lives with "purpose", they usually are quite content.
Examining the reasons why the only things that make you happy are impossible or difficult objects (or even people!) to attain could help.
However, a person who is always desiring to make their situation better, meaning they WANT to challenge themselves to do things that are "out of their grasp" should not always be deemed a "bad" thing, as long as they can be content for a time in their own current environment.
