Ice is slippery. You can have the newest tires, but they will still slip on ice. Unless you have chains or studs in the tires that will cut into the ice, you are going to slide.
Yes, if the fluid is leaking on the exhaust or the belt is slipping badly.Yes, if the fluid is leaking on the exhaust or the belt is slipping badly.
Can be incorrect alignment, bad lower ball joint, badly adjusted steering,or wrong pressures.

Heavy electrical load and a badly worn and or loose belt that is slipping! There is a steering position sensor at the base of the steering column that tells the variable assist power steering how fast you are turning the steering wheel. When it gets faulty, there will be lurches and surges in the steering. Easy to replace, costs about $60 from GM.
my steering was getting very hard almost to the point of locking up I added p/s fluid and it works well this or the pump neede the boot and my tires were wearing badly and quickly because of the struts replaced them and alignment stopped the problem
You need to see a mchanic BADLY!!!!
Yes! So can badly worn tires as well as badly worn or damaged front suspension parts.
no If you've never rotated your tires and they're badly worn, or if they're unbalanced (wheel weight come off ) they can affect your steering somewhat
broken hose to the power steering reservoir or the rack on the firewall is leaking badly or the reservoir has a hole in it.
Alignment is probably out. Sounds like a toed-out problem. This is where the wheels point out and the tires are skidding on the inside edge. There may also be worn suspension or steering parts causing or contributing to this.
When refilling the oil some may have dripped onto the belt which would cause it to start slipping badly and squealing loudly.
Chances are, if it's a passenger car or minivan, you have "rack and pinion steering". And if that's the case it means your rack is leaking badly. Get it replaced or it could become dangerous to your braking, and you could lose all steering.
