Apparently the crown vics are known for having faulty headlite switches and also the headlite circuit breakers can be bad as wellAnswerIf they are going on and off it's diffenetly the headlight switch. What it's doing is when you turn on the headlights the switch heats up and causes a break in the circuit so this causes them to go on and off. I'm not sure the year of your crown vic but if it has the daytime running light switch then the headlight switch will be about $60.00 at the auto parts store. Edit 521: There is also a lighting control module above the OBD connector under the dash that sometimes fails due to a broken solder joint inside on the board at one of the relays. This will cause the headlights to intermittently switch on and off as the joint heats and cools, making and breaking contact. (You can usually hear the clicking when it cuts on or off)It could also be a faulty sensor if you have automatic headlights.
Pull off the battery cables and replace
There are two oxygen sensors on a 1989 Crown Victoria. One is located on each of the exhaust pipes coming off the exhaust manifold.
Follow the wires. Have to take off the covers first.
