your multi function switch is more and likely going bad
A bad relay switch will cause the windshield wipers to not turn off. Replace the relay switch and the windshield wipers should turn off.

There are a few different reasons why your windshield wipers may not turn off. You may for example having an electrical issue within the car.

Well, I would recommend taking the windshield wipers off, and then try re-attaching it to the windshield. However, there is also the option of checking to see if the attachment is attached properly in the first place.
