because they are new they haven't bin smoothed out with water there just rubber so there is quite a bit of friction.
I don't know the Renault Clio but as a general rule I would examine the brakes first to see if the linings are rubbing when the wheel is rotated backwards. (This applies to disc or drum brakes.)

When you're brake pads be calm worn, they will have a slight shimmy when you apply the brakes. When the brake pads are completely worn out they will make a grinding noise.
If it is a Toyota, they do not know how to fix the squeaking brakes either. Even after replacing all the pads and machining the rotors and rear drums
brakes do not release
Your brakes are probably getting low and they are rubbing against the rotor.
if back brakes are drum i would think they are worn out not allowing pistons in wheel cylanders to return. also could be valve in master cylander.altho that would cause all brakes to lock up. if disk brakes your calipers need overhauling or replacing
Try replacing your brake calipers.
It could be any number of problems. If brakes are ruled out check the following: First, check to make sure your tires are not rubbing on the inside of the wheel well or on anything else. Check inside the engine to make sure any belts are not rubbing on anything. You may have something on your accessory belt that is starting to seize up causing the belt to rub.
Something is wrong. Take them apart and see what happened and why. Possibly one of the metal shims slipped out of place during the install. Don't keep driving knowing something isn't right with the brakes.

Yes it is possible to replace brakes yourself. If you have the tools and a little background in cars, you should not have a problem replacing the brakes on the car.
