Well, obviously they have nothing else to do...or they're just plain stupid.
Supposedly, it goes back to slavery days. The slaves were chained up or caged on ships as they were transported. They were from different tribes and did not all speak the same language. But across many languages and cultures, the word for mother is similar. So that is one of the few words that people across different languages would understand. The slaves were cramped, bored, and uncomfortable, and saying things about each other's mother was one way to pass the time. Then as they learned English and worked the fields or whatever tasks they were compelled to do, they likely made actual jokes.

It's funny because it's messed up to make fun of people's mothers. You mostly get "shock laughter" out of it, kind of like the T-shirt that says "Your Mom: Rated E for Everyone."
