Why aren't all DC adapters created to be over 1 amp For example 9V 4A or 8V 4A or 4.5V 4A. I have never seen a device that needed over 3A but so why isn't 4A the standard DC Adapter?

Because a lot of devices need less than 2 amps. Printers, 30 v 0.4 A, radios 6 v 100 mA, SEGA 12 v 1.2 A as examples. The cost can be reduced by having an adaptor that is designed for the right current.
