Bribery is immoral because where it exists, it deprives honest people of the fruits of their honest labors. If a person works hard, he or she should receive the benefits from that labor. A thief should not be able to deprive him or her of the money gained from bribing the judge.

A company in the road building business should get the contract to build a road by submitting the low bid. A bribe will send the job to someone else. The someone else may not know the first thing about building roads. Someone gets rich while everyone drives on lousy roads.

Basically, bribery changes a government of laws to a government run by bureaucrats.
