That's how they caught members of the Order of the Phoenix. Other people, like Ron, just think it's bad luck to say his name.

HP ROCKSIf Harry Potter told Lord Voldemort that Harry was a horcrux, then, pressumably, somebody else than Lord Voldemort would have had to destroy the horcrux in Harry Potter. As it is, neither Harry Potter nor Lord Voldemort knew it - it was a surprise for both of them.
I would say that Draco is good. Throughout the book you can tell he doesn't want to be doing anything for Voldemort but he was threatened into doing what Voldemort says.
