Why can't I get the IWHBYD skull in halo 3 even though i am jumping through the rings in order and killing all the enemies?
You're probably jumping through the rings in the correct order, but if you are touching the rings the skull will not appear. It also has to be on Normal or harder difficulty.

You jump through the rings in this order (1 is closest to the elevator, 7 is closest to where Arbitor kills the prophet). 4,6,5,4,5,3,4. If you do it correctly, the rings will start to flash. It makes uncommon dialogue very common. This means that things your noble team, marines near by, covenant, and other talking AI will say different phrases. There are no cheats, however there are the good old fashioned skulls which make the game more entertaining, such as, Grunt Birthday Party and IWHBYD skull, although they give you no real advantage they are very entertaining

The IWHBYD skull has no game-play effects, however it does change certain NPC dialog throughout the campaign story. The dialog chosen is random. Sometimes it can be humorous, and other times just slightly different than the script dialog.

the primary ones are: iron skull, black eye skull, tough luck skull, catch skull, cloud skull, famine skull, thunderstorm skull, tilt skull, mythic skull and the secondary ones are: blind skull, cowbell skull, gruntbirthday party skull, iwhbyd skull and all of them are accessible from the start so you dont have to look for them. hope i helped :P
