You're probably jumping through the rings in the correct order, but if you are touching the rings the skull will not appear. It also has to be on Normal or harder difficulty.

You jump through the rings in this order (1 is closest to the elevator, 7 is closest to where Arbitor kills the prophet). 4,6,5,4,5,3,4. If you do it correctly, the rings will start to flash. Then go back to where Arbitor killed the prophet. The bridge will be down and a skull will be there. : ). Good luck!

I believe you are missing the IWHBYD (I Would Have Been Your Daddy) skull. Pudding 101 answer: You get it from the Covenant level after you kill truth. (You have to jump through the rings in the order 4654534)

It makes uncommon dialogue very common. This means that things your noble team, marines near by, covenant, and other talking AI will say different phrases. Things that would you would expect to hear are your teammates laughing, giggling, making jokes, catch phrases, etc when you turn the IWHBYD scull on. When off, they will speak normally and professionally. It does not effect difficulty or game play. If you mute your TV, you wouldn't know the difference from the scull being on or off.
