Sure!! I wouldn't refer anyone as being "bad". Everyone can be "bad". So therefore, yes there are ton's of "bad" kids in school.
In many western cultures, people often get squeamish or offended whenever they hear such words. Possibly for they have been taught as kids that these words are "bad" for...some...reason...and they want to teach the kids at the school as well that these simple vocal vibrations followed by oral shapes are somehow bad and they should feel bad for doing it. It is a vicious circle with no explanation.
School is not bad for kids. They need the education, the social interaction and the independence they gain from going to school. They will learn how to handle themselves in bad situations they may confront in school to be better able to cope in their lives.

Kids really shouldn't say bad words at all, think about it. Whenever kids or people say bad words, it means they're making fun of people. But if you're serious about it, 13-16, but kids usually decide on there own.
