I am not sure why fashion has no rules. Fashion is something to wear that a person likes.
Another Perspective
There are many different levels and classes in the fashion industry including fashion trends, cultural trends, the current trend of exhibitionist type couture in the entertainment industry, and of course, haute couture.
To some people, fashion is the current trend that is popular for various reasons, some frivolous, with everyone trying to outdo each other by pushing the limits to the extreme. To others fashion is a precise, highly structured style of dress that obeys certain rules. There are most definitely rules or no rules depending on your perspective and the media is entitled to its various conflicting opinions. A fashion mistake lies in the eyes of the beholder and there have been many, many extremely comical and entertaining fashion mistakes in the last decade or two. Some have made entertainment history.
In the current age- trends have been heavily influenced by the entertainment industry and designers who help celebrities flaunt the rules of higher level couture, and, many of the boundaries have been blurred. The present culture of appearing virtually nude in public is most definitely against the rules in some fashion worlds.
There are rules in some fashion universes and there are no rules in others. And . . . believe it or not . . . some very trendy people follow extremely strict rules about what to wear with what, what not to wear, and what they must be seen wearing.

Fashion designers can make their own fashion shows, or they can pay a company to assign a slot for them...but they aren't in fashion shows themselves. They hire models to show off their designs.
The objective of fashion is to be a beautiful, wonderful individual in a world of followers by expressing yourself using clothes. It can also be to fit in at school/work, and is, sadly, more-seeked than the first objective I listed.
