Because there are no significant amounts of electricity in nature - at least, not in a form that can be used. (No way has yet been found to harness the energy from lightning.)

Is electricity considered an energy resource?

Sometimes, but electricity isn't an energy SOURCE; it's an energy CONDUIT. Electricity is how we get energy from one place to another, and how we use it when it gets there. Electricity doesn't stand still; at least, not naturally. We generate electricity with generators that use some other power source to spin a turbine; a jet engine, for example, or falling water, or steam. The electricity goes through a wire to where we use it by converting it into some other form; light, or heat, or music, or radio transmissions. We can store electricity in a battery, but that's a very inefficient process so far. And the electricity doesn't really do us any good until we convert it into something else.
