You can actually put a cat on a leash, however you must use a harness instead of a collar, as the collar will either choke their very sensitive throats or break off. Most cats won't allow you to do it either way, either because they are nervous or they resent being restrained. If they feel nervous, don't do it. If they resent being restrained, don't do it, but instead of taking them on a walk, put them outside in an enclosure or on a raised deck if you have one. Or just leave the window open-that might be a better idea. If they feel any of the former two emotions, obviously they won't let you do it, so you don't have any choice.

They sure can. We use to put a leash on our cat when we took her on a trip and walked her just like a dog.
some cats dont mind the leash, some do, you can leash train a cat, it takes time and patience, my cat is leash trained, i did it out of love for him, it keeps him safe, and he does not mind walking with it

If you cant figure that one out you have no bussiness under the hood... Just let your cat or dog put the oil in.
