Rayleigh scattering. This is the phenomenon that take light from the Sun and scatters it all over the sky. That's why the sky is blue, and it's the blue glare from the sky that drowns out all the stars.
If you were in a location where scattered light from the sky didn't reach your eyes, then you WOULD be able to see the stars. For example, in a cave with a small opening to the sky, or a deep well or mine shaft.
