Because individuals die and any variation that came from a mutation in their germ line, or possible by recombination, dies with them, but can be passed on to progeny where the trait could become part of the gene pool.

Evolution is the change in allele frequency over time in a population of organisms. ( strictly defined ) So, individuals are selected, but populations evolve.

they can if you use nuclear technology, or biochemistry, other than that, a race evolves, or a group of the race that's locked off from the others
