The ground ozone cannot rise up in the atmosphere. It is because the ozone is heavy and due to gravitation.

No, we cant put up a fake ozone. It is because it will be impossible to artificially create so much ozone as present in the ozone layer.

maybe.......However, it is still a lot simpler to stop putting CFCs into the atmosphere, than it would be to first destroy, and then rebuild the ozone layer.

So, the carbon dioxide floats to the top of the earths atmosphere but is stopped by the ozone layer as it isn't powerful enough to break through it, It then bounces off and back towards Earth it goes. But because some of the carbon dioxide and other gasses stay on the ozone layer then when heat emitted from the sun to the Earth tries to escape the Earths atmosphere, then it is stopped by the gasses which is why the temperature is very slowly climbing up.
