you may need to contact your network provider and ask them to allow MMS (picture) messages aswell as the standard SMS (text) , your mobile internet may not be activated or the SETTINGS have not been sent to you from your network provider and finally is the mobile modern enough to send and receive MMS messages ? its a simple solution but a call to your network provider ie.. O2 , Orange , Vodafone etc... is needed.
Because maybe it's blocked or your phone just isn't capable of doing it.

Right next to the text field when sending a text message is a round button with a camera on it. You press that button and choose is you want to take a photo or video on your camera or choose a photo or video you already have saved on your device. once you have your picture, it will appear in the text box of your message. You then press Send and the picture is theirs.
