There really isn't a "description" part of the question. However, you could describe your question in more detail by adding a comment on the discussion page for that specific question. The discussion page allows anyone to comment whatever they feel about the question, and the asker could describe the question in more detail.

There is a forum for WikiAnswer supervisors, but aside from that there is no WikiAnswers forum. There are many websites with forums that are of the question/answer nature, however, and on each individual question on WikiAnswers there is a forum-like discussion page.
To ask a more extended question on WikiAnswers, post a brief question, including something like More details in discussion. Post your question, then go back into "Answer it" and click on the "discussion" tab. A page will open where you can make the question as long as it needs to be.
