Several causes are possible, including:
1. Air in the hydrulic clutch line 2. Bent aluminum clutch pedal
There could be a few reasons why a clutch pedal is stiff on a 1999 Accord. The clutch may be low on fluid or the clutch may need to be replaced.

probably the clutch cylinder is gone :(
The clutch pedal will have more play in it before catching. A good clutch catches near the floor, while a bad clutch must travel further for the clutch plate to meet the flywheel. If the pedal travels close to the top of it's path, then the clutch is probably wearing low.

To adjust the clutch on a 2001 Chevy Prizm, locate the clutch master cylinder under the hood and check the fluid level. If the level is low, top it off with the recommended brake fluid. Adjust the clutch pedal free play by turning the adjustment nut on the clutch pedal assembly until there's about 1 inch of free play at the top of the pedal. Finally, test the pedal feel and engagement to ensure proper adjustment.
Check the bulkhead hasn't burst where the pedal box is mounted. Common fault.
