The cone cells operate in ordinary light conditions and they distinguish colors. My mnemonic trick to keep the rods and cones straight is to think of several cones of ice cream, naturally of many different colors. Color blindness has to do with the various processes of light perception by the cone cells. But color blindness is a more complex condition than you might think.
