Why does North Korea feel it needs to develop and maintain its nuclear weapons program?

They say it is a way of making up defenses against the South, but the events of the past few years suggest that they want the world to see them as a real country and not as a joke resulting of WWII. They are always in for exchanging their nuclear program for economic support from other Asian countries as well as the U.S.A.

How does it make you feel to know that most of the nuclear weapons in the Soviet and US arsenals remain ready for use even in the post-Cold War era?

Actually this is false most of the Cold War era nuclear weapons have been destroyed. At the peak of the Cold War the U.S. had about 10,000 strategic and 20,000 tactical nuclear weapons and the USSR had about 10,000 strategic and 30,000 tactical nuclear weapons.Following the signing of START both sides agreed to destroy all tactical nuclear weapons and reduce strategic nuclear weapons slowly over a period of time.At this time both the U.S. and Russia have about 3,500 strategic nuclear weapons each and no tactical nuclear weapons (although some people say that Russia secretly maintains about 1,000 tactical nuclear weapons). So, from a peak of about 70,000 nuclear weapons during the Cold War to about 7,000 nuclear weapons now, only about 10% of the weapons then available still remain ready for use.

How did people feel about the discovery of nuclear weapons in Cuba?

Actually no nuclear weapons were discovered in Cuba by the US in 1962, only ongoing construction work on missile launch facilities and some strategic missiles (without warheads). The concern was to prevent the USSR from transporting the warheads and the rest of the missiles. The thing that was not discovered was that there were low yield tactical nuclear weapons already on Cuba that would have been used to repel any invasion. When the USSR agreed to remove the strategic missiles they also secretly removed these tactical nuclear weapons that the US had never been aware of.

Almost all developed countries make their nukleer weapons. why Iran must not?

First of all your initial statement is incorrect. Not all developed countries develop nuclear weapons. In fact, the number of nuclear powers has decreased from 11 to 9 in the past few decades. As to your second question, the answer isn't as cut and dry. While most government officials would argue Iran shouldn't get "the bomb," some IR scholars think it would be net-better for the world by making Iran feel more secure while also deterring war in the region. Anyways, back to the original question. Policymaker's don't like that Iran could no longer be coerced by the U.S. as it would be able to launch retaliatory nuclear strikes. Thus, the U.S.'s would not be able to fully leverage it's nuclear arsenal. Second, and perhaps more relevant to countries with and without nuclear stockpiles, there is a fear that an Iranian nuclear program would trigger an arms race throughout the Middle East as each country tries to balance and check back its neighbors new-found nuclear potential. Ultimately, this could spiral out of control and lead to devastating miscalculation and regional (if not global) nuclear conflict.

How does Barack Obama feel about Iran?

He regards the Iranian president (Mahmoud Ahmadinejad) and the current government of Iran as a potential threat and does not want to see Iran develop nuclear weapons. But as with all presidents before him, he has nothing personal against the Iranian people. It is the theocratic government of Iran, with its support for terrorism, that President Obama is concerned about; he does not trust their intentions.
