Alarm lights are primarily red in color and have loud sounds. The color is red to attract the attention of people.
In addition to being the color of blood, it's also the color (approximately) of fire, and in nature it's one of the "warning" colors commonly used by animals to advertise that they are venomous or poisonous (the others are black and yellow).
In many cultures, red has been historically associate with danger for these reasons, so making an indicator light designed to warn of danger red makes a lot of sense. Red is also a bright color that tends to stand out (one of the reasons it's used as a signalling color... it enables potential predators to see you more easily, the implication being it doesn't matter if they see you because you can take care of yourself and therefore don't need to hide).

No I would not generally say red is a light colour, but adding white to make pink or mixing it with yellow and white to make a light orange would work. A light colour is one with white in it, so unless the red is mixed with white it wouldn't be a light colour. Red is generally considered to be a very dramatic colour, so no, it is not a light colour unless mixed in one of the ways above. I hope this helped!
