The grandees of Austria-Hungary had let themselves be pushed into World War 1, and some like Count Czernin knew it. By 1915-16 it became obvious that Germany was uanble to honour its notorious 'blank cheque' of 6 July 1914, without which Austria would have adopted a much less aggressive approach to Serbia. Not only had the grandees been duped - the Empire was begining to fall apart. They wanted to get out of the mess.
