Britain was crowded, There were too many convicts due to little jobs being avalible. The war of Independance made sure USA didn't get any more convicts and the jails were bursting at the seems. Joseph Banks (famous Botanist on Cpt Cook's ship) suggested Australia as a great convict settlement.
