ANS2:The source of Samson's strength was not his hair. His hair was a symbol of the promise he made to God, from Whom his strength came. Her cutting his hair was the symbol of her coming between Samson and his God. After Samson was blinded, he finally 'saw the light' and repented. God gave him his strength back so he could pull down the main pillars and collapse the palace.

Delilah's motivation to cut his hair must have come from her desire to control Samson.
