The British realized that as wealthy as British Jews were, only the Arabs had access to non-Russian petroleum and sought to placate the Arabs for a better chance at having access to their oil. This strategy was not terribly successful and ended up alienating the British from the Jewish Zionists (for failing to live up to the terms of the Mandate) and from Arabs (who would never forgive the British for not entirely rescinding the Mandate and forcing the Jews to go back to Europe).
