It depends entirely on the country. If there is an effective court system and enforcement mechanism (such as exists in China), an abolition of child labor as a law would work well. In countries with high levels of corruption in law enforcement (such as Russia) or an inordinately slow judicial system (such as India), economic incentives should be provided to lure people away from child labor.
