Because God commanded him not to (Ezekiel ch.24). His not mourning was a sign to the people of Judah that they would soon find themselves in the same situation, not by choice. The Temple would soon be destroyed, myriads of Jews killed, and unable to mourn for fear of Babylonian reprisal (Rashi commentary, Ezekiel 24:22).
