For one, he was elected for 4 terms as president. Grover Cleveland actually vetoed more per term than FDR, but because he accumulated so much time as president, the number of vetoes escalated. Additionally, this was during the time of the Great Depression and World War II and many ideas for solving and dealing with these issues came to the President's desk, a majority of which he disregarded.
