A country cannot of course annex itself. You are possibly referring to the unification of Germany after the fall in 1989 of East Germany's Communist regime.

The reason for that was, that West Germany and East Germany always had been one country before 1945. After Nazi Germany's defeat in 1945 the Allies divided it into 4 occupation zones with the intent to return government of those zones to the Germans after things had been put back in order.

But then Russia decided to install in its occupation zone a German Communist government and declared its intention to keep it under its control and make it a separate country. For most of its existence, East Germany was only recognized as an independent State by its fellow Communist countries. West Germany never accepted the Soviet "annexation" of its eastern lands. When Communism fell, east and west Germans quickly decided to join up again.
