God didn't create "atheists." He created a man and a woman who walked and talked with Him in person. They could hardly not believe in His existence.
God created them spiritually "neutral," with the ability to choose whether or not they would believe and obey the Commandments and the things He taught them. And when the woman was introduced to that "old serpent" ['...called the Devil, and Satan, which deceiveth the whole world...' - Rev.12:9]... the seeds of doubt and distrust regarding God were planted in their minds and hearts -- and the future generations of their children.
The first two parents of mankind chose the wrong god to worship and obey.
And they ran away and hid from God [God did not hide from man].
"...Where art thou? And he [Adam] said, I heard thy voice in the garden, and I was afraid, because I was naked; and I HID MYSELF." (Gen.3:9-10)
Sin entered man's world, and among the many wicked teachings man has learned from his god over the centuries... doubt about God's very existence affected some.
God didn't create atheists... man's chosen false god blinded his heart to the Truth of his Creator's Word... and faithlessness and unbelief followed the generations of man to ours. Another long-deceived generation far removed from our first parents' innocent beginnings.
