Well God (Allah) in Islam created the pen to write all that would occur from then to Judgment Day ( the last hour) on the Conserved Board. Meaning every creation, action, place..etc.
So all that happened and that will happen is written on this mystical Board and non knows what is written except Allah.
To say why he created the pen first is not something that has been revealed neither should it concern you specifically why because God can do as he pleases.
