The relevant words here are "fullness of time".
This means it was God's appointed time for the coming of God's Son, when world conditions were right for His appearing.
The first 2000 years approximately after creation take us up to the time of Abraham, the ancestor of the Jewish people/nation and the next 2000 years, approximately reveals God's dealings with the Israelites. God had to deal with a rebellious Jewish people who had turned to other gods, false idols. God sent prophet after prophet to warn His people to repent and return to Him. After several hundred years of, mostly disobedience, most of the people were taken captive into other nations with only 2 of the 12 tribes of Israel returning. The Old Testament closes around 400 years before the birth of Jesus. This then brings us up to the time of the birth of God's Son, Jesus. The time was now right for Jesus' entry into the world which desperately needed a Saviour as men chose to go their own way instead of seeking God. God is sovereign and all things are done in His perfect timing. So as you can see God did not have a Son who came onto the scene "late", it was God's perfect timing - "in the fullness" of time.
The word "fullness" strongly emphasises completion, that which has been completed. The past was "completed" the New has come.
