God told the Israelites never to return to Egypt as a cementing of the fact that they may never return to the slavery reality. The reality of a slave may be restrictive, dull, and without progress or ambition, but it is likewise comforting in that one has no responsibility and only has to do what he is told. Such a mentality detracts from world progress and allows us to shirk responsibility for our own actions.

One of the most daunting effects of true freedom is responsibility, that once the Israelites are free from Egyptian oppression, they now become their own masters, and therefore responsible for progressing in their world mission, which is to perfect the world in the kingdom of God.

A return to Egypt would negate the entire reason d'etre of the Jewish people in this sense. To return to Egypt would signal the abandonment or freedom and therefore of responsibility to act and improve the world. The Jews may never go back because they cannot escape their national mission of bringing together God and His world.
