Overpopulation. Cities had limited agricultural land, and a rising population amongst people who had no television to keep them busy at night, outstripped the available, generally poor, land. So the surplus was shipped off progressively to take land and form cities around the Mediterranean and Black Sea coasts. After a while even some of these colonies also became overpopulated and themselves sent out colonies.
