He used that argument in reference to World War I, not World War II, but I'll assume that you mistyped. He used that argument because in a torn up country where everyone is angry about their situation, people like to have a scapegoat to blame for it as much as they like to have a strong leader to fix it. Hitler offered them both when he mentioned how a group he personally despised caused the German defeat.
