There are two major reasons.
Secularism: Sadat had a secular government which did not intend to implement Islamic Law as a base policy. Islamists wanted Egypt to become a place similar to Iran in 1979, not to become increasingly Western-aligned.
Peace with Israel: Sadat's biggest crime, in the view of Islamists, was making peace with Israel as opposed to continuing in an endless struggle with the "Zionist Entity". He was assassinated in October of 1981 specifically for ending the war between Egypt and Israel.
Islamists wanted a reformation in the way there country was run. While some wanted western modernization, some opposed it and wished for the government and culture to remain traditional.

No that was the Sedition ActThe sedition acts made it illegal to publish anything negative about government and government officials. They still had freedom of speech. The act was repealed in 1801 anyway. So, we have never had a law to where it was illegal to criticize the government.
