"Little Boy" the first atomic bomb used in warfare was dropped on Hiroshima, Japan on August 6th, and "Fat Man" the second atomic bomb was dropped on Nagasaki, Japan on August 9th. Although Japan was already ready to surrender before the atom bombs were dropped, they did not surrender when the first bomb was dropped, which caused the US to drop the second one. After the second atomic bomb was dropped, Imperial Japan surrendered 5 days later, and the surrender ceremony was September 2nd, which also ended World War 2.

No one. The allies dropped an a-bomb on Hiroshima, and the Japanese did not surrender. Then they dropped a bomb on Nagasaki, and still the Japanese, controlled by their Army did not surrender; however, a bit later, more reasonable people in Japan caused them to surrender.
The Japanese civilians wanted to know that their emperor would be allowed to stay in power of they surrendered to the United States. Their surrender guidelines were virtually the same as the Americans and Japan was basically defeated already, they were ready to surrender before the bomb was dropped.
Japan did NOT offer to surrender before the two atom bombs were dropped. It wasn't until AFTER the two bombs had been dropped and Russia's entrance into the war against Japan that Japan surrendered.
