No one. The allies dropped an a-bomb on Hiroshima, and the Japanese did not surrender. Then they dropped a bomb on Nagasaki, and still the Japanese, controlled by their Army did not surrender; however, a bit later, more reasonable people in Japan caused them to surrender.

Because the two bombs togethe killed 166,000 people on the day they were dropped and more than twice that number within two weeks. The force of the atomic weapon is overwhelming, they could do nothing else but surrender.

Let's begin studying the situation back then. It all started for the US with the humiliation at Pearl harbor in 1941. By 1945, Japan had lost their army their airplanes and their naval forces. Most of the people in the main land were not soldiers but simple civilians which had been given orders to await for the attack with sharpened bamboo sticks at the beach.

Something tells me by historical facts that Japan were planing on surrender before the atomic bombing. You see, the civilians were not important for the government. What was important for the government? Their emperor and not loosing their land, so this historical facts tell me that Japan were planing on surrender before the atomic bombings.

August 6 1945 came and the first bomb was dropped. Now back to your question, why did they not surrender soon after that or before? Because the civilians were not important for them. On 8 Aug 1945, Russia declared war on Japan and invaded Japanese-ruled Manchuria and now the problem was worse but they have to keep the emperor and the system so it was better to surrender to the US than to Russia. For that matter, this created an issue that ended WW2 but started the cold war and arms race.

Lets's not forget that the next day after Russia invaded Manchuria, the other bomb was dropped.

The formal surrender in September was in Tokyo Harbor. They had agreed informally to surrender on August 14.
