As a 5 star or General of the Army, you remain on active duty for the rest of your life. So you collect the full pay scale plus benefits of being not only an active member, but a General of the Army. A rare rank saved for wartime. When Ike was elected president he had to resign his commission, for obvious reasons. After Eisenhower left office, Kennedy signed an executive order restoring Eisenhowers' rank and privileges there of. Therefore being an active member of the Army his title of General would supersede his of the honorary use of Mr President, for former Presidents of the United States.
