When a US president is up for impeachment, the House of Representatives must decide if enough evidence has been gathered to proceed forward. If so, then a trial is held before the US Senate who will decide if they will impeach or not.
Johnson entered politics in 1931, with an unsuccessful run against W. Lee "Pappy" O'Daniel, the only person to ever beat Lyndon in an election, and who lost to Lyndon in the infamous 1949 Senate primary, where the term "Landslide Lyndon" originated. Johnson was first elected a Congressman in April of 1937. Senator in 1949, and Vice President in 1961.
Although he was eligible to run for another term as President, he announced that he would not accept his party's nomination for that year's November election.

yes
Andrew Johnson didn't exactly "decide" to be President. John was President Lincoln's Vice-President, and the office was thrust upon him when Lincoln was assassinated in April 1865, because the Vice-President is first in line of succession. Johnson probably liked wielding power, but had burned his bridges with both the Republican Party and his own National Union Party. Although the Southern Democrats expressed some support for him, they weren't willing to accept any of the Lincoln policies Johnson supported, so he was a dead horse candidate for reelection to the Presidency. Johnson also made an unsuccessful attempt to run for Senate in the 1868 election, and for the House of Representatives in the 1872 election. The State of Tennessee finally elected him to serve as a Senator from Tennessee in the 1874 election, but Johnson died of a stroke in July 1875, so he was only in office a few months.

After Kennedy was killed, Johnson took over as president and escalated from 16,000 troops to 550,000 troops. Though the war was winnable at smaller levels than that, he didn't win it. Pressure from the media and the American Public about his handling of the war made him decide not to run for re-election.

Yes, George Washington made the decision not to seek reelection for a third term as President of the United States. He believed in the importance of stepping down after two terms to uphold the principles of the young democracy and to prevent the concentration of power in one individual's hands.
No , this decision came later during his presidency .
