Mary Tudor was queen before her sister Elizabeth, as she was older. Elizabeth's cousin, Mary Queen of Scots, was not ahead of Elizabeth in the line of succession to the English throne. It is important not to get the two mixed up.

Mary Tudor believed she should be queen rather than Lady Jane Grey because she was next in line for the throne. Her brother Edward - the previous monarch - had no children and no brothers, so therefore the next monarch should be his sister. Lady Jane was only named as successor because of religious differences between the siiblings (Edward and Jane were protestant, Mary was Catholic).
