Arthur was raised by Sir Ector because Merlin was vanished.
Merlin was Arthur's tutor when he was a child in the care of Sir Ector. Merlin was the one who brought Arthur to Sir Ector from Arthur's mother Igraine. Merlin is responsible for educating Arthur to be the king he is supposed to be.
The main characters in "The Sword in the Stone" are Arthur/Wart, Merlin the wizard, Archimedes the owl, and Sir Ector, who is Arthur's foster father. The story follows Arthur's journey to becoming King Arthur of Camelot with the help of Merlin's guidance and teachings.
Sir Ector and some think Merlin raised him. Merlin did not raise Arthur. Merlin helped Uther quench his lust for Igraine and therefore conceive Arthur but for a price. Merlin told Uther he would help if Uther consented to give up the child that would be conceived in that union. Uther of course said yes--never mind what Igraine, the mother might feel, but this was a different time from ours! Merlin knew the child--Arthur--was special and assured Uther that the babe would be raised by a man of honor--Ector.

It is possible because, according to Legend, Merlin took Arthur from his biologicalparents Uther and Igraine- to be raised in Sir Ector's court. There is no mention of kidnapping or stealing Arthur away from his parent. And even of Arthur had been kidnapped, Sir Ector knew Uther, so why wouldn't he tell him that his son was at Ector's court while his parents thought of him as kidnapped?
how did king arthur meet merlin? Merlin told King Uther, Arthur's dad that whoever would pull the sword from the stone was the true heir. Merlin was Arthur's tutor while he was raised by his foster father, Sir Ector

Disney's The Sword in the Stone is set in England during the Middle Ages at the home of Sir Ector. Arthur has been sent to live with them so that he can become a squire for Ector's son, Kaye. During a hunt with Kaye, Arthur falls through the ceiling of a cottage in the woods to land at Merlin's table. The wizard decides to take on the education of Arthur that he now nicknames "Wart". The movie takes place in the castle of Sir Ector and the surrounding lands as Merlin instructs Wart. The story reaches a climax when Wart attends a joust with Kaye as his squire and forgets the sword. Stumbling across a sword in stone, he pulls it out planning to take it to Kaye. What he didn't know was that he has pulled the sword that only the "rightwise born King of England" could pull this sword from this stone. King Arthur is anointed and the young Wart and his wizard Merlin begin their time in Camelot.
King Arthur is only called Wart in T H White's "Once and Future King" series, including "The Sword in the Stone" made into a Walt Disney film. That is as far as my research has got
In order to protect Arthur, when he was born Merlin took him away to be raised in secret by Sir Ector. Between this and pulling the sword from the stone, I really don't know.
