The Mexican president actually commissioned a study about the possibility of fighting for, and keeping the promised territories. They found out Mexico didn't have enough weapons nor manpower to keep them - mostly due to a much smaller population than the US, negligible weapons factories and the impossibility to relocate the American population to pre-1848 borders. Even without accounting such limitations, they weren't really interested on Arizona, New Mexico or Texas, but on California (the main reason of the Mexican-American War 75 years earlier). Finally, they knew Germany was embroiled in WWI on two fronts and couldn't provide enough support to fight the United States.
