Missouri had far fewer slaves than its Southern neighbors, less than 10% of the population. So it normally would have become a "free state" where slaveholding would not have been permitted. Along with statehood for Maine, this would have swung the balance in Congress in favor of the anti-slavery wing. So, under the Missouri Compromise (1820), Maine was admitted as a free state and Missouri as a slave (allowing) state. This, however, did not produce a pro-slavery government there, increasing tensions between the North and South. The Compromise was effectively repealed in 1854 by the Kansas-Nebraska Act.
