In the hopes of building up its sparsely populated northern states, specifically Coahuila, Nuevo Santander, Baja California, Alta California, Nuevo Mexico and Texas, Mexico passed the General Colonization Law on August 18, 1824. It gave immigrants tax exemption for four years in exchange for settling on up to 71.5 square miles, as long as it was more than 51 miles from the national border and more than 25.5 miles from the coast.

In the 1820s, most residents of Texas were Mexican nationals. I presume they supported the government of Mexico (although there were Mexicans who fought with the Americans at Alamo). I suspect that most of the Americans living in Texas in the 1820s supported slavery and independence (slavery was illegal in Mexico).

It didn't; Mexico was so friendly to the United States that the Mexican government let American colonists settle Texas and other territories, who ironically, would later revolt, fight for their independence and ultimately secede from Mexico.
