Originally, Octavian simply came to Rome to collect his inheritance. Marc Antony, however, denied him not only his inheritance from Caesar but even denied him recognition. Octavian, put up with the insult, and several others until he had gained enough power and prestige to confront Antony.
Most of Rome turned against Antony and Cleopatra due to the propaganda war that was being waged between Antony and Octavian. Antony's actions and his conduct caused many to turn against him. His refusal to return to Rome and his treatment of Octavia, his wife, (and Octavian's sister) also added to the resentment of many Romans. They blamed Cleopatra for Antony's debauchery.
Cleopatra influenced history by being the tool that Octavian used to turn the Roman people against Antony, thus declaring war (on Cleo) and winning it to attain supreme power.

After Caesar's death Cleopatra stayed neutral waiting to see how the war between the triumvirates and the assassins would turn out. Once the assassins were defeated, she made her move and allied herself with Marc Antony who was the supreme Roman authority in the east.
There are several reasons that caused the Romans to despise Cleopatra, especially since Octavian made great use of any negative news that came out of Egypt in his half of the propaganda war raging between him and Antony. However the main reason for the Romans' hatred of Cleopatra was that they were convinced that she was the one who caused Antony to turn against Rome and all his Roman values.

Antony and Octavian simply did not like each other and they clashed from day one. Octavian had to put up with Antony's rudeness and belittling while Antony was jealous of Octavian's inheritance as he thought that he was going to be Caesar's heir, not some unknown. They were able to put aside their differences during the first stage of the second triumvirate, but the peace between the two political giants did not last and ultimately there was civil war.
After the assassination of Julius Caesar Rome broke into civil war with Octavian leading one faction, and Anthony leading the other. Eventually Octavian defeated Anthony and declared himself Emperor under the name Augustus Caesar. __________________________________________________________________ Mark Antony, Octavian, and Lepidus formed the Second Triumvirate. Mark Antony marries Octavian's sister, Octavia. He plans to take over all of Rome and leave Octavian in the dust (or dead). Mark Antony, a party type, goes off to Egypt. There, he falls in love with the Pharaoh, Cleopatra. They have an affair, and Octavian uses this as a tactic to turn the public against Mark Antony (the Romans hate Cleopatra). Using this gossip, he convinces the people that Mark Antony has been "put under a spell" by Cleopatra, and uses this as an excuse to start a war against him. At the Battle of Action (A naval battle), Mark Antony and Cleopatra's forces are defeated, and they both commit suicide. Octavian takes power, and rechristens himself Caesar Augustus.

If you means the government of Rome, they were not afraid of Antony's plans for Cleopatra and their children. They were angry and outraged that Antony would give away Roman territory to a foreigner. This giving away of territory won by Roman troops for Rome, more than anything else ,caused the Roman people to turn against Antony and side with Octavian.

Mark Antony was not perfect, however his weaknesses were serious enough to have him be defeated by Octavian and ultimately to commit suicide. Antony proved himself to be an able general, and by most historians accounts, more so than the younger Octavian. Another weakness was his misjudgement of Octavian, whom he first brushed off as a mere youth and no threat to his plans to be Caesar's heir. Anotherclear weakness was allowing his love affairs tointerfere with his politics. Antony's weakness for the love of Cleopatra, led him away from the support of many Romans. Antony relied on Cleopatra to not retreat from the Battle of Actium which she did. Yet he still forgave her. Before the civil war between Antony and Octavian began in full earnest, Antony spent far too much time in Alexandria with Cleopatra. Too late did he realize that his time in Egypt, gave Octavian time to form his legions. It was also well known, and used against him was his other sexual " cravings" that were present long before Cleopatra. His enemies in Rome were happy to advertise that Antony kept a harem of both men and women. This was not a "plus" for his public appearance.
This is because Mark Antony remains successful in completely turning the minds of the Romans, who supported the conspirators, against them and raging to seek revenge against Brutus and the others.
Well Julius Caesar's grandnephew, Octavian created a triumvirate(3 people in government with equal power), Those three people were Octavian, Mark Anthony, and Marcus Lepidus. Lepidus was bribed and forced into retirement by Octavian... Octavian wanted to get all the power. Then, Mark Anthony married Cleopatra,Queen of Egypt, and Octavian won a war they did and chased Mark Anthony to Egypt, then Cleopatra pretended to die and Mark thought she was dead, so he killed himself, then Cleopatra killed herself after seeing that Mark was dead, Romeo and Juliet story! :)
After the death of Caesar, Octavian arrived in Rome to take his place as the heir to Julius Caesar. He discovered that the Senate had broken their sworn oath to protect the life of Caesar. He also realized that some of the key assassination conspirators had been pardoned and some were appointed to provincial governorships. These actions by the Senate angered Octavian. Not long after he made amends with Mark Antony, he and Lepidus formed a triumvirate and began to execute people who were part of the assassination group who killed Julius Caesar.
Nothing
Brutus believes that Antony is the same kind of person he is; a man who can be trusted to keep his word and act honourably. While Antony is suggesting that Brutus is dishonourable by calling him honourable, he himself is acting dishonourably by breaking the spirit of his promise to Brutus. Irony upon irony!
