Peter was trying to improve trade with Europe, requiring a sea port with access to the Mediterranean Sea, something Russia lacked. So he took advantage of other conflicts that were active in Europe at the time and made an attempt at a black sea port. After capturing the area from Poland, he built St. Petersburg to be a new capital and the face that Russia showed Europe.
He built the city so Russia could have access to open water for trade and shipping. It was a swampy muddy place and he used 25000 serfs to literally build a city. He had been to all the European capitals and wanted a city that looked European. Today, it is an City of 41 islands with canals and bridges and all the buildings are colorful and painted with pinks, blues, and yellows. It is still the navy headquarters and school. Located in the city today is the Hermitage museum that was once the palace of Katherine the Great where there are rooms filled with art. The palace of Peter the Great is outside the city and can be reached by hydrofoil boats. It has expansive gardens and water features that still work today by using water pressure. Only one of the early structures exists today that Peter used and the others have rotted away because they were made of wood. Visitors are not allowed close to this original building. I was in St. Petersburg in 2008.

The main goal of Peter the Great war on Sweden was to gain an access to the Baltic Sea, in order to set free Russia from being exclusively a continental power.
Peter the Great wanted to mondernize Russia and to become a powerful naval coutnry. To improve his nation's position on the seas, Peter sought to gain more maritime outlets.
He built the city of St. Petersburg out of the mud creating a colorful city. In doing this 25,000 people died. He also built a place outside of the city with gardens and fountains. It is called Peterhoff. The first Russian navy was also started by him and he had a war with Finland to gain land that would give him access to the sea.

He wanted access to the Baltic to sea. St. Petersburg was built after the great northen war for Russia to profit greatly with the new access to the baltic. Many would also belive that Peter also wanted to gain Finland because it was bordered more to Russia then Sweden(do not tell a fin they are more Russian then swedish or you will regret it.). In the end Peter won the land and Russia still occupies it to this day.
