Haiphong Harbor was where the Soviet Union and Red Chinese, and other communist countries supporting North Vietnam, were unloading their SAM missiles, radar equipment, tanks, ammunition, and other war supplies. Previous presidents were reluctant to kill/wound Soviet/Communist Chinese merchant seaman or technicians (for fear of the Soviet/Chinese entrance into the Vietnam War), but President Nixon was hard core (tough & angry), and at this STAGE OF THE WAR wanted to end it, and MOST PROBABLY made some hints to both the Soviets & Red China that he was going to bomb Haiphong, and they MOST LIKELY believed him; and more than probably, made sure that they (Soviets/Red Chinese) stayed clear of the Harbor when the strikes came. Nixon was also a very experienced diplomat, so he probably knew that there would be little chance of wounding any Soviet/Red Chinese personnel during the strikes, since he also probably knew that THEY KNEW that he MEANT IT!

The Catalyst for the Trail of Tears was the Indian Removal Act of 1830, signed by President Andrew Jackson
For a long time known as the secret war or secret bombing (no one was supposed to know about it). Amongst the targets were the Ho Chi Minh trail and a NVA Armored Regiment (equipped with PT76 Amphibious Light Tanks and possibly T-54/T-55 medium gun tanks) that was known to be operating in Laos/Cambodia; obviously awaiting orders from Hanoi to enter South Vietnam at some point.
The Trail of Tears resulted from President Andrew Jackson's Indian Removal Policy. It was prompted by the settlers to expand into land belonging to the five tribes.
Nixon used his strategy of Vietnamization. It called for gradually withdrawing US forces and turning the Ground fighting over to the South Vietnamese. However, Nixon also begun secret bombing raids of Cambodia, a country which borders Vietnam. This was meant to stop North Vietnamese troops and supplies from moving along the Ho Chi Minh Trail.
Richard M. Nixon was never impeached. After being assured he would be found guilty in a US Senate impeachment trial, he resigned before that happened on 9August 1974.
Help the South get a head start; (1) by heavily bombing (with B-52's) North Vietnam/and the Ho Chi Minh trail. (2) Destroy COSVN by invading Cambodia (01 May 1970); Disrupt the Laos portion of the "Trail" and NVA units located there (Operation Lam Son 719-the US Army's last major offensive of the war).
